Fix handling of unsupported ASN oid values :
1) number of arcs is less than 2 e.g. "1"
2) there is one or more dots at the end of the oid e.g. "1.3.6." or "1.3.6.."
3) there is more than one dots is sequence in oid e.g. "1.3..6.2" 

In first case an exception should be thrown ?
In other cases an exception can be thrown, or zero (0) can be added after
lonely dot at end of the oid and between two sequenced dots.
